Egypt's government has agreed with Talaat Moustafa Group (TMG) Holding to develop, build and operate four mixed-use projects carrying a combined investment value of $202.2 billion, or about EGP 11 trillion. The presidency announced the agreement in a statement issued on Tuesday, with President Abdel Fattah El Sisi present.
The four schemes span residential, industrial, logistics and coastal development, placing the commitment across several of the country's growth corridors rather than on a single site.
What the four projects cover
- North Madinaty.
- An 11.3 million square metre development in Alexandria.
- An integrated industrial, logistics and real estate zone in Abu Qir.
- A coastal destination on the North Coast modeled on SouthMED, TMG Holding's existing development there.
The agreement fits a drive by Cairo to expand urban development and attract private-sector investment through large projects. El Sisi congratulated the parties on reaching the deal and reaffirmed the government's commitment to encouraging investment across sectors. He also stressed that projects should generate benefits for the communities around them.
For TMG, the deal puts one listed developer at the centre of district-scale construction in four locations at once. The company ranks second in a 2026 ranking of Egypt's most valuable companies, and its CEO and managing director, Hesham Talaat Moustafa, ranks fourth in a 2026 ranking of the most impactful real estate leaders and 30th on a 2026 list of the top 100 CEOs. Pairing the state with a developer of that scale is the model El Sisi has pointed to repeatedly when describing how private-sector partnerships support national development plans.
Housing sits alongside the four projects as a separate commitment. El Sisi directed the government to work with TMG on developing 200,000 housing units for rent, with the government and Tahya Misr Fund splitting the cost equally. The programme is intended to widen access to rental housing as Egypt works through its housing needs and builds new urban communities.
The announcement came on the second day of Egypt Forum 2026, which Prime Minister Mostafa Madbouly attended.
The rental component carries its own arithmetic: the state and Tahya Misr Fund each carry half the cost of 200,000 units, with TMG as development partner on delivery.
