Invest Qatar and Brain Co. Sign Pact to Speed AI Adoption
The Silicon Valley applied AI company gains a route into Qatari government and industry, while Invest Qatar gets a partner focused on deployment and workforce training.

Invest Qatar and Brain Co. have struck a partnership aimed at speeding up artificial intelligence adoption and digital transformation in Qatar.
Brain Co. is an applied AI company based in Silicon Valley. The agreement sets the terms for the two organisations to work together in finding, developing and backing AI adoption projects and pilot programmes alongside public- and private-sector stakeholders in the country.
Anchored in national strategy
The tie-up is aligned with Qatar's Third National Development Strategy, which covers 2024 to 2030, and with the National AI Strategy, which lays out how the country intends to build and deploy AI capabilities.
The work is meant to be concrete. The emphasis is on converting AI opportunities into practical applications that answer priorities specific to individual sectors, rather than on research for its own sake.
What Invest Qatar brings
Invest Qatar will support Brain Co.'s expansion in Qatar and across the wider region. That includes opening doors to government and private-sector stakeholders, spotting collaboration opportunities, and helping the company engage with Qatar's technology and innovation ecosystem.
Talent development and upskilling run through the collaboration. The two plan training, knowledge-transfer and capacity-building initiatives in AI and related technologies, with the goal of strengthening local capabilities.
Sheikh Ali bin Alwaleed Al-Thani, chief executive of Invest Qatar, said the partnership would contribute to developing local talent and building a workforce equipped for an increasingly AI-driven global economy.
A Doha office, and what led to it
The deal builds on expansion plans Brain Co. announced at Web Summit Qatar 2026. The company planned a flagship office in Doha after its technology engagement with Qatar's Ministry of Municipality. Brain Co. said the Doha office would combine its AI expertise with institutional partnerships to support the country's technology, AI and innovation ambitions while expanding its operational presence.
Omid Raghimi, president of Qatar Business for Brain Co., said the company's mission in Qatar is to build AI products with immediate everyday impact, to solve major problems faced by government organisations and residents, and to make life in the country tangibly better.
The wider push
Qatar has identified AI, technology and innovation as core parts of its digital-transformation and economic-development agenda. At the Qatar Economic Forum in May 2024, the government announced a QAR 9 billion ($2.47 billion) incentive package for technology, innovation and AI-related initiatives, describing it as part of efforts to support digital transformation and attract investment in advanced technologies. Invest Qatar's technology incentive programme is focused on growing the digital economy through investment in AI, cloud computing and cybersecurity, alongside developing digital capabilities.
Incentives and strategy documents set direction. Partnerships decide whether anything gets built. The arrangement gives Brain Co. a route into ministries, state-linked entities and private companies that a foreign AI firm would otherwise spend years assembling, and it gives Invest Qatar a commercial counterpart whose stated aim is deployment rather than pilots that stall. Whether the training programmes produce a durable local AI workforce is the harder question, and it will show up in hiring rather than in announcements.
