Saudi PIF Launches Gulf Coast Development Company for Al-Khafji

The Public Investment Fund has set up a new real estate company for a single, wide-ranging assignment on Saudi Arabia's Gulf coast. Gulf Coast Development Company will build a residential and tourism hub along the Al-Khafji shoreline, in the northern part of the Eastern Province. The company will work with private-sector firms on the project, which gives outside investors a route into a destination the sovereign fund will keep under its own control.

The site lies on the Arabian Gulf, at a point where the Saudi coastline still has undeveloped stretches. The development covers roughly 20 square kilometers and includes about 10 kilometers of those coastal lands. That land area is enough for a small town, and the plan leans heavily that way. Eight residential districts are proposed, holding more than 16,000 homes.

Residential space is only part of the program. The development also contains 1,400 hotel rooms. Retail and tourism uses are spread through the districts, with education and marina facilities added to the mix. This grouping is what distinguishes the project from a standard master-planned community: it is intended to draw visitors and support daily life at the same time.

Construction will take place in three phases. The first phase, which covers three of the eight neighborhoods, is scheduled for completion in 2030. That early wave will test demand for the concept while more land remains available for later decisions. The private-sector partners involved in the early phases may therefore shape how the second and third phases are configured.

The Eastern Province has long been identified with oil extraction rather than leisure. By locating the project at Al-Khafji, the PIF is pushing its property arm into territory where few comparable destinations have been attempted so far. The new company draws the fund directly into local planning and infrastructure decisions, responsibilities that may grow as the coastline takes shape.
