Starlink Gets 10-Year UAE License for Satellite Broadband
The license clears SpaceX's Starlink to serve consumers, businesses, and government entities across the UAE, including maritime and aviation.

The UAE granted Starlink a 10-year license to operate a public satellite communications network and provide broadband services across the country. The Telecommunications and Digital Government Regulatory Authority, or TDRA, announced the approval on Friday.
Starlink is the satellite internet business of Elon Musk's SpaceX. It runs a large constellation of low-Earth-orbit satellites, and that architecture lets it deliver connectivity to places where fiber and cell towers cannot reach. In the UAE, the company is now cleared to serve consumers, businesses, and government entities. The license also extends to the maritime and aviation sectors, so it covers broadband for ships at sea and aircraft in flight.
According to the TDRA, the approval adds satellite-based internet to the UAE's digital infrastructure, which already includes fiber-optic and 5G networks. Satellite services could support air travel, shipping, energy, supply chains, and emergency response. The regulator described the decision as part of a broader push to adopt emerging technologies and encourage competition.
Majed Sultan Al Mesmar, director general of the TDRA, said the license reflects the UAE's commitment to advanced technologies and to rules that encourage innovation and investment. "Advanced satellite internet services will expand connectivity options, enhance network resilience and business continuity," he said. He added that the move helps the UAE achieve its ambition of becoming a regional and global telecommunications and digital-economy hub.

The approval comes with conditions. Starlink must comply with the UAE's rules on network security, information infrastructure, service reliability, data privacy, and consumer protection. It also has to follow spectrum-use regulations and coordinate with relevant UAE authorities. The TDRA said its framework balances access to advanced technology with protections for network security and consumer rights. The regulator also noted that Starlink's entry could speed up digital transformation and improve connectivity during emergencies and crises.
The resilience point matters. A satellite network can keep operating when ground lines are cut, or when a disaster takes down cell sites. The TDRA itself flagged better emergency connectivity as one reason to let Starlink in. Satellite service is not a replacement for fiber or 5G, but an extra path for data to travel. For the UAE, adding that layer to the existing infrastructure strengthens the digital backbone it says it wants to offer the region. The license is also a signal to other technology companies that the country is open to new forms of connectivity.
For SpaceX, the UAE is one market in a much larger plan. The company said it will invest $100 billion in a new Louisiana spaceport — its fourth and largest launch facility. Construction is expected to begin in 2027, with the first launch targeted as early as 2029. The site is designed to support thousands of launches per year, which would accelerate deployment of SpaceX's Starship system. More launches mean more Starlink satellites reach orbit.
The scale of the ambition shows up in Musk's personal finances. His real-time net worth was $872.3 billion as of August 28, 2026, according to Forbes estimates.
