Central Bank of Oman Launches National Fintech Strategy and Market Entry Platform

The plan was drawn up with the Financial Services Authority and the finance ministry's Estidama programme, and sets a single roadmap for regulation, inclusion and investment.

Central Bank of Oman Launches National Fintech Strategy and Market Entry Platform

Oman has launched a National Fintech Strategy and a market entry platform called the Oman Fintech Gate, both led by the Central Bank of Oman.

The strategy hands the sector a single national roadmap. It was developed with the Financial Services Authority and the Estidama programme run by the Ministry of Finance. Invest Oman and several other government bodies took part.

Who runs what

The central bank oversees implementation. Each participating authority keeps its own regulatory mandate, and a governance framework will track progress and accountability.

What the strategy sets out to do

  • Create a proportionate regulatory environment for financial services that are secure and focused on customers.
  • Widen financial inclusion.
  • Attract fintech companies and investment into the country.
  • Help Omani startups scale at home and overseas, as part of Oman Vision 2040.

His Excellency Ahmed Al Musalmi, Governor of the CBO, described the regulator's task as opening room for firms to build while holding safeguards in place. "Our responsibility is to create an environment in which innovators can develop, test and grow with clarity and confidence, while financial stability, market integrity, cybersecurity, consumer protection and public trust remain firmly safeguarded," he said.

Sheikh Abdullah bin Salim Al Salmi, Chief Executive Officer of the FSA, said his regulator would keep writing rules that support innovation in non-banking financial services, naming capital markets and insurance as areas of focus.

The Fintech Gate

The Oman Fintech Gate is the practical entry point. Applicants can use it to work out what regulators require, complete the initial stage of an application and reach the stakeholders involved.

It is hosted on the Invest Oman platform. The gate routes applicants rather than supervising them: assessments and decisions stay with the central bank and the FSA under Omani legal frameworks.

According to the CBO, the platform should make entering the market more transparent, predictable and efficient for fintech firms based in Oman and abroad.

Nothing in the arrangement merges the two regulators into one approval channel. Companies still answer to the central bank and the FSA separately, and the governance framework is what is meant to keep that division of labour on track.
